A system restore to before the SCEP 4.9.219.0 Client Update (KB3153224) was enough to undo the damage on one of my client PCs.
Unfortunately I wasn't able to sort out the permissions on the "Microsoft Security Client" folder, no amount of changing permissions or ownership, unlocker or safe mode would let me do anything with it. Hi chrismo2, and also welcome to the community. Unfortunately there are some Clients where recovery isnt possible. have you been able to fix the permissions for the "Microsoft Security Client" Folder?

Hours of searching and a simple KB is what was your Workaround after that solution? I was able to do a recovery on some Clients, installed the missing KB3072630 and after that I was able to install the Endpoint Protection update. The original 0x80070005 error still fires after the reboot. It seems to still be hooked in everywhere else. Somebody mentioned that they had a workaround/temporary fix that involved uninstalling SCEP from Programs and Features, rebooting, and reinstalling from C:\Windows\ccmsetup\SCEPInstall.exe, but uninstalling from Programs and Features does little more than remove it from the Programs and Features list. It looks like something is causing the permissions to disappear when installing the new client. On a machine with a functioning 4.9.218.0 SCEP Client, there are three permission entries: SYSTEM, Local Administrators Group and Local Users Group. I am unable to take ownership of this folder, except for with Local Administrator, but after logging in as the local Administrator account, I still couldn't do anything with the folder. I checked the permissions in the security tab and found that there are two entries: SYSTEM and BUILTIN. It was discovered that I could not open C:\Program Files\Microsoft Security Client\. At first I thought the GPO that makes the SCCM update user a local admin on client machines, wasn't being applied to the machine, but it is functioning as intended. Update: The error code is an Access Denied code. Microsoft System Center 2012 Endpoint Protection star 3.8.
